into consideration the increase of draught arising from the presence of the ship into fresh water. He can ascertain moreover whether the crew is complete and verify the time of departure.
Article 6th. The Government Commissioner can, when he judges it
advisable, require in writing, communication of the log book.
CHAPTER III.
Article 7th. The contractor shall effect the 1st. of March, 1908,
at the latest, the steamer "Le Rhone" plying actually between Canton and Hongkong, to the Can- ton-Muchow line.
The Service between Canton and Hongkong shall be carried on by two new boats (see Art. 36 - Special and Temporary provisions) flying the French flag, of the type of steamboats already existing on that line:- triple expansion engines, and one propeller. The Captain and Chief Engineer at least, must be of French nationality.
For the Kwang Si line (Wuchow) the Captain at least must be French.
Article 8th. The ships must answer the following conditions on
the Canton-Hongkong line.

Article 9th. : Before being put on the run, and every time it wili
be deemed necessary, the ships shall be examined by a special Commissioner, appointed by the Consul for France at Canton.
This Commission shall ascertain that the ships and their appurtenances are in good order, sufficient- ly strong and fit for the postal and commercial service which they are used for. That engines and boilers answer all conditions required by regula- tions concerning tests and trials, more particular- ly that the boilers are able to stand cold without sensible deformation the pressure used in the French Military Navy.
The Commissioner shall fix the maxirum number of
